Waycross Welcomes New Workforce Housing Development

A new workforce housing apartment complex is set to bring affordable living options to Waycross. Ethan Jackson Investments, a Cairo, Georgia-based developer, recently presented their proposal to the Waycross City Commission during a public hearing.

The project involves property bordered by Brunel, Howe, and Haines Streets. Aurora Taylor, representing Ethan Jackson Investments, appeared before the commission to request a zoning change that would enable construction to move forward. The developer already boasts successful projects in Americus, Bainbridge, Cairo, Dublin, and Dothan, with upcoming developments planned in Adel and Thomaston.

Originally proposed in 2020, the development faced opposition from local residents due to concerns about aesthetics, leading the commission to deny the initial zoning request. However, Ethan Jackson Investments returned with a redesigned plan that aligns with the neighborhood's architectural character.

“Each structure will be in the Victorian style to match the Victorian characteristics of the neighboring houses,” said Marc Hawkins, Community Improvement Director, during the December 17 public hearing. “The project has changed in scope from what was presented originally.”

The commission approved a zoning change from C-2 Highway Commercial to R-50 Residential, allowing the property to be divided into six lots with one structure per lot. Each structure will feature 10-12 single-bedroom units designed for individuals entering the workforce.

“These are for your prime workforce,” said Taylor, who conducts housing needs assessments for local municipalities. “They are for your 18-to-34-year-olds.” Taylor’s analysis revealed that many individuals in this demographic still live at home due to a lack of affordable housing options in the area.

The units will include modern amenities such as stacked washer/dryer combinations and energy-efficient appliances. The development will also provide off-street parking for 1.5 cars per unit to accommodate guests, along with designated spaces for delivery vehicles to ensure clear streets.

“$969 is the target rent,” Taylor noted, adding that this figure could increase if utilities are included. Renters will need to provide proof of income and a satisfactory credit score to qualify. The properties will be managed by Ethan Jackson Investments to maintain quality and affordability.

"They did do some good data analysis” said Rayford, a local official.  “They’re targeting workforce people. A lot of those people want to be out on their own but they stay at home. They work here, they make decent salaries, but they can't live here.

In addition to this project, Vantage Development of Fyffe, Alabama, is moving forward with plans for a 100-unit multifamily complex on an 11.75-acre parcel off the Brunswick Highway in Ware County. Together, these developments aim to address the growing demand for workforce housing in the region.
