New Apartment Complex to Address Housing Shortage and Boost Economy

Waycross is set to welcome "Windsor at Waycross," a 72-unit apartment complex near downtown. Developed by Jeremiah Horne of Ethan Jackson Investments and TrueNorthWay LLC, the project is expected to break ground this month following city approval to rezone the property from commercial to residential.

This development is a crucial investment in Waycross’s economic future, addressing a severe housing shortage. Aurora Taylor, Pre-Development Director, noted, "Waycross lacks over 1,000 housing units, making it difficult for young professionals to find housing and stay in the community." With only 5,200 livable units available for a population of over 11,000, Windsor at Waycross provides much-needed market-rate, affordable rental options for the city’s workforce.

Designed to blend with the historic neighborhood, the complex will feature six three-story buildings, with ADA-accessible units on the ground floor. Each unit will include modern amenities such as off-street parking, washer/dryer hookups, and monitored security. Rent is projected between $970 and $1,000 per month, including water and WiFi.

Unlike many housing projects, Windsor at Waycross is fully privately funded. "These are not subsidized homes but market-rate units designed for working professionals," Horne stated. Sustainable planning elements, including elevated foundations and vegetation for water absorption, further enhance the development’s appeal.

Commissioner Katrena Felder praised Horne and his team for working within city regulations to bring this much-needed project to life. "They took the time to understand the community’s needs, ensuring this development will be a valuable addition to Waycross."

As construction begins, Windsor at Waycross is set to strengthen the local economy by providing quality housing, retaining workforce talent, and supporting local businesses—marking a major step toward a thriving Waycross.
